Introduction

The Overseas Housing Allowance (OHA) Calculator shows what the military may pay you for housing when you live off base in a foreign country. OHA has three parts. The rent ceiling is the most rent the military will cover each month. If your rent is lower, you only get what you actually pay. The utility and maintenance allowance is a flat monthly amount for things like power, water, and upkeep. MIHA is a single payment when you move in, to help with deposits and fees.

How to use our Overseas Housing Allowance (OHA) Calculator

What Is the Overseas Housing Allowance (OHA)?

Overseas Housing Allowance, or OHA, is money the military pays service members who live in private housing outside the United States. It helps pay rent and utilities in places like Germany, Japan, South Korea, Italy, and the United Kingdom. OHA is tax-free, and it takes the place of Basic Allowance for Housing (BAH), which is used for duty stations inside the U.S. If you are heading back stateside, the BAH Calculator and the Army BAH Calculator cover that side of the move.

OHA is based on where you are stationed, your pay grade, and whether you have dependents. Rates are set for each rate locality — a set area around one or more bases. The Three Parts of OHA

  • Rent allowance (rental ceiling): This is the most rent OHA will pay each month. You get your actual rent up to that limit. If your rent is lower, you get only what you pay. How Exchange Rates Affect Your Pay

Your rent ceiling is set in the local money, but your pay lands in U.S. dollars. The Department of Defense updates the pay exchange rate on the 1st and 16th of each month. So the dollar amount on your Leave and Earnings Statement (LES) can go up or down even when the local rate stays the same. Some places, like Guam, Puerto Rico, Djibouti, and Guantanamo Bay, pay in dollars, so no conversion happens there. Frequently asked questions

Is this OHA calculator giving me my official rate?

No. This tool gives an estimate for planning only. Official OHA rates come from the DoD rate tables and your local housing office. Always confirm your real numbers before you sign a lease.

Why does my rent ceiling change when I switch pay grades?

OHA ceilings go up with rank. A higher pay grade is expected to need a larger home, so the ceiling grows. The calculator applies a pay grade factor to the base rate for your location, so an O-4 sees a higher ceiling than an E-5 at the same base.

What happens if my rent is less than the ceiling?

You only get what you actually pay. OHA never pays more than your real rent. If your ceiling is €2,400 and your rent is €1,800, you get €1,800 for rent. The extra €600 does not go in your pocket.

Can I keep the leftover money if I find cheap housing?

No. Unlike BAH, OHA is a reimbursement. Unused rent money stays with the government. The utility allowance is different — you get that flat amount even if your bills are lower.

What if my rent is more than the ceiling?

You pay the difference out of pocket. The calculator shows this gap when you enter your rent. For example, if your rent is €2,600 and the ceiling is €2,400, you cover €200 each month yourself.

Do I get MIHA every month?

No. MIHA is a one-time payment when you move into your overseas home. It helps with deposits, agent fees, and hook-up costs. That is why the calculator leaves MIHA out of your monthly total.

Why is the utility allowance lower without dependents?

Members without dependents usually rent smaller homes and use less power, water, and heat. The calculator uses 75% of the with-dependents utility rate and 90% of the rent ceiling. MIHA stays at 100%.

What is a rate locality?

A rate locality is one pay area that can cover several bases. All of Kaiserslautern — Ramstein, Vogelweh, Landstuhl, Kleber, Pulaski — shares one rate. All of Okinawa shares one island-wide rate. Type any base name and the tool finds the right locality.

Why did my USD amount change when the local rate did not?

Your ceiling is set in local money, but you are paid in dollars. DoD updates the pay exchange rate on the 1st and 16th of each month. When the exchange rate moves, your dollar amount moves too, even if the euro or yen ceiling stays the same.

Where do I find the exchange rate to type in?

Check your Leave and Earnings Statement (LES) or ask your finance office for the current pay-system rate. The calculator pre-fills a rate for each location, but typing the live rate gives you a closer dollar estimate.

Which locations pay in U.S. dollars?

Guam, Puerto Rico, Djibouti, and Guantanamo Bay pay in dollars. No currency conversion happens there, so exchange rate swings do not affect your pay at those spots.

Is OHA taxed?

No. OHA is tax-free, just like BAH. That means the full amount goes toward your housing costs and does not show up as taxable income.

Can I get OHA if I live in on-base housing?

No. OHA is for members who rent private housing off base. If you live in government quarters, you do not get OHA. Some places, like Guantanamo Bay, are mostly on-base, so OHA only applies where off-base housing is approved.

Do I need to report my real rent?

Yes. You must give your lease and rent amount to your housing or finance office. Your rent allowance is set from that number. If your rent changes, report it right away.

Why can I not pick an installation yet?

What nicknames can I search?

Lots. Try KMC, Wolf Pack, GTMO, Okinawa, Graf, Spang, Sig, Liberty Wing, K-6, or Palmerola. The search also accepts city names and country names. Type at least two letters.

Do O-1E, O-2E, and O-3E get more than regular officers?

Yes. Prior-enlisted officers get a slightly higher factor than their non-prior peers at the same grade. Pick the E version from the dropdown if you served enlisted before you commissioned.

What counts as a dependent for OHA?

A spouse or child who lives with you at your overseas duty station usually counts, and they must be command sponsored. Check with your personnel office, because rules differ by service and location.

Does OHA cover my security deposit?

MIHA is meant to help with move-in costs like deposits, agent fees, and utility hook-ups. It may not cover everything, especially in Japan and Korea, where leases ask for key money or a large lump-sum deposit.

Why is my annual total just the monthly number times 12?

That keeps the math simple and easy to check. Real-world totals may shift, since the exchange rate changes twice a month and rates are reviewed over time. Use the annual figure as a planning estimate.

Can I use this calculator if I am a DoD civilian?

No. This tool is for uniformed service members. DoD civilians overseas get Living Quarters Allowance (LQA), which uses different rules and different rate tables.

Can I compare with and without dependents at the same time?

Yes. The comparison section and the bar chart show both side by side, plus the monthly and yearly difference. You can flip the chart between local money and dollars.

Why do two bases in the same country have very different rates?

Rent markets differ. Central Tokyo and London cost far more than Misawa or RAF Menwith Hill. OHA follows real local rent data, so city bases usually carry higher ceilings than rural ones.

Does OHA change if my rent goes up mid-tour?

It can, up to your ceiling. Report the new rent to your housing office. If your new rent is still under the ceiling, your allowance rises to match. Above the ceiling, you cover the extra.

Do I lose OHA if I share a home with a roommate?

Usually your rent is split, and each member claims their share. Report the shared lease so finance can figure the right amount. You cannot claim the full rent if someone else pays part of it.
